When Jesus comes back to set up His kingdom, will there be unsaved people going into the Millennium?  If so, what will happen to them?

Those dwelling upon the earth at the end of the seven year Tribulation will be judged by Christ Jesus at His return; He will judge the nations.  The righteous will enter into the Millennium, and the unrighteous, into eternal punishment.1  

Following this judgment, the very young will also enter into the Millennium; the Millennium is when Christ Jesus will rule upon the earth for 1000 years. 

At some point in their lives, all of the very young entering into the Millennium will have to come to a saving faith in Christ Jesus as Lord and Savior; some will and some won't.2 

Those who do, those who come to a saving faith in Christ Jesus as Lord and Savior, will dwell upon the new earth, with God, for all eternity; the new earth follows the Millennium.3  

Those born during the Millennium will also have to come to a saving faith in Christ Jesus as Lord and Savior; sovereign over all.   Those who do, plus those who have not reached the age of accountability at the end of the Millennium, will likewise dwell upon the new earth for all eternity with God; in bodies that will never more grow old, get sick, or die (glorified bodies.)
